By procedure I understand that you are asking about the procedure of becoming an IAS.
For getting into any civil services like IAS, IPS, IRS, IFS etc., one need to appear for the Civil Services Exam (and obviously need to clear it). This exam is conducted by UPSC every year.
The application form is generally released around feb-march every year and Preliminary exam is conducted in June. Prelims exam has two papers of objective type, one of general studies and other one is aptitude based. Prelims exam is qualifying in nature and its marks are not counted for final merit list. Generally, out of 4–5 lakh aspirants, 15000~ clear Prelims.
Those who clear the Prelims exam has to appear for the Mains exam that is conducted after 4 months of Prelims. This mains exam has 9 papers of descriptive type in total. One paper is of 3 hours duration.
Third stage of the exam is interview stage where those who cleared Mains exam appear. Interviews start after 3 months of Mains and goes on for 2 months. Around 2500 aspirants appear for the interview, out of which 1000 find their names in that sacred final list.
Merit list is prepared based on the marks obtained in Mains + Interview stage. The services like IAS, IPS, IRS etc. are allocated based on your rank, preference, vacancies etc.
