This system was introduced by Warren Hastings. According to this system the right to collection could be given to the highest bidder for five years. Those who were given this right came to be known as ijardars. But the system proved highly defective. The most important reason was that bidding had no link with the land's actual productivity.

The ijardars showed no interest in improving the quality of land as it was auctioned periodically. They were essentially a contractor who squeezed the poor peasants and then paid to the company saving his profit. They had no interest in the welfare of the peasants.
