Lord Ripon who succeeded Lord Lytton tried to address some of the grievances of the Indians. The Ilbert Bill was meant to allow Indian Magistrates to try and punish European Offenders. it was created by C.P Ilbert , Law Member of the Viceroy's Executive Council.

during the reign of an English viceroy of that time, he had his personal law member Sir Illbert who had put a bill before british parliament.It stated that indian judges could now try the European cases This was opposed by the British people and thus the govt.had to withdraw the bill. This made Indians sure that they could never expect equality from the British
