RTI and PIL are different tools in the sense that both serve different purposes. First is the right, but Second is the litigation. RTI is Right to Information, which enables all citizens of India to get information from Public Authority. It is right to get only information, not to redress your grievance.
RTI means that you have a right to ask for any information from a government body within the scheme of Right to Information Act, 2005. Every Central govt. body or dept. has its procedure for filing an RTI application. Following the procedure and paying a nominal fee will entitle you to seek information from that body within a fixed time frame. If you are not satisfied then you may also file an appeal. You do not need a lawyer to file RTI application.
PIL signifies approaching HC or SC for seeking remedy in an issue which affects the public at large. Traditionally, only the person who has suffered a legal injury can approach a court for relief. For example, I cannot file a suit for eviction on behalf of my neighbor in whose house people are living illegally. Law says it is none of my business! In contrast, I can file a PIL for a cause when I may not be affected but the general public is getting affected. For example, noise pollution, pollution in rivers, bonded labour, ill treatment of prisoners etc. I have to satisfy the Court that the issue involves an injury to the public.
