A perfect vacuum would be empty space with no atoms or any particles in it. But there is no such thing because virtual particles are always popping in and out of existence. Even "empty space" is seething with virtual particles.

hope it helps

Answer:

Outer space is not completely empty-it is a hard vacuum containing a low density of particles, predominantly a plasma of hydrogen and helium, as well as electromagnetic radiation, magnetic fields, neutrinos, dust, and cosmic rays.
