An inductive effect is an electronic effectdue to the polarisation of σ bonds within a molecule or ion. This is typically due to an electronegatvity difference between the atoms at either end of the bond.

Example:
The electron density is more dense toward the more electronegative of the two atoms. For example, Cl is electron-withdrawing by inductive effect in phenylchloride as Cl is very electronegative.
