Inertia is a property of virtue by which body resist change in it's state.If it is in uniform motion it will remain in uniform motion nd if it is in rest it will remain in rest until nd unless any external force is applied on it.
The property of inertia is known as First Law of motion.

the tendency of an object to be in a state of rest or motion
it is related to first law of motion because first law motion explains that a body will be in its state of motion or rest unless and until an external force acts on it and changes its state so which is same as the defenation of inertia . so that's why it is relative to first law of motion
