What is inertial and noninertial frame of reference?

the frame which are fixed are called as inertial frame

for ex :earth is an inertial frame though not perfectly inertial

non inertial frames are the ones which aren't stationary like inertial frames and instead are moving with some acceleration.

for ex: an object inside a car.
