New molecules of cellulose and protopectin into the already formed wall's introduction expands the cell walls, and the primary cell walls are formed.

It is the basically expansion of cell wall in plants . Or it is the introduction of new microfibrils in between the existing microfibrils of the expanding wall. This is mainly observed in the growth and the thickening of cell wall.
