It is a free radical addition reaction. It states that “ In presence of peroxides when an alkene reacts with HBr the negative part of HBr(Br-) gets attached to carbon having more number of Alpha hydrogens”.

Kharash Effect or also also popularly named as anti markownikoff's rule is the effect when alkenes react with alkyl halides asymmetrically in the presence of peroxides( mostly of benzenes).

It happens only with the addition of HBr. The reaction proceeds via free radical mechanism.

The addition of HBr (but not of HCl or HI) to unsymmetrical alkenes in the presence of peroxides such as benzoyl peroxide takes place contrary to Markovnikov's rule. This effect is known as the Kharasch effect.
