a landfill is a place where garbages are dumped. no it is not safe to build houses on a landfill because it attracts many bacteria and viruses that can be harmful for those who are living near or on landfills

The garbage or waste material buried under the pit and the land is smoothen with the mud . Yes , it is safe to build houses on landfill because the garbage which is buried under the ground is the compost under the ground causes no side effects.
