What is latitudinal/longitudinal extent, And How to measure/calculate it?

For example: India's Latitudinal extent is : 8°4′ N to 37°6′ N
And_______ India's Longitudinal extent is: 68°7′ E to 97°25′ E

I wanna know what is the meaning of them? also What is the meaning of '(single quote) symbol in those numbers?

Latitude - 1.the angular distance of a place north or south of the earth's equator, or of the equator of a celestial object, usually expressed in degrees and minutes.

2.regions, especially with reference to their temperature and distance from the equator.

How is latitude calculated?

Measurements of longitude are determined by calculating the time difference between the observer and the prime meridian, and using that different to come up with a measurement in degrees, minutes, and seconds.
