Laws protect our general safety, and ensure our rights as citizens against abuses by other people, by organizations, and by the government itself. We have laws to help provide for our general safety. These exist at the local, state and national levels, and include things like: Laws about food safety.

the system of rules which a particular country or community recognizes as regulating the actions of its members and which it may enforce by the imposition of penalties.

The law reflects the norms of the society and is what according to the society is good, equitable and just. Every society has its own laws, and these laws changes with the change in the norms of the society.

It helps to balance the harm done by the offender against the individual and society at large

Hope this helps!!
