a light is made up of substance through which light is emitted or give out.

if we talk about sunlights then it made up of helium and hydrogen . other lights is also a mixture of gases / and packets of photons that combines together and results in lights, and light is itself also a particle.
in electric bulb ,we use argon it helps to convert the electric current into lights so as a result spreading of light takes place from a bulb which filled with argon etc.
