To successfully carry out a national level
literacy campaign, it is essential for a fully
functioning ‘literacy system’ to be in place.
There are too many examples of literacy
campaigns which are initiated for
developmental, political or donor driven
reasons which are started before a system is
planned or the components put into place.
As can be expected, there have been many
examples of literacy campaigns in the world
which do not result in either increased
national literacy rates or improved national
development. Simply stated, campaigns
need to determine what are their goals, who
are the target populations, what is to be
learned, who will deliver the leaning, how
will quality be maintained and how will
success be determined. Within this there
are time frames, budget details, institutional
structures and methodological choices which
need to be clearly worked out and
communicated nationally.
Dr. H. S. Bhola (l984) has worked
extensively with literacy and post-literacy campaigns and has developed a series of
sub-systems which must be addressed in
order to develop a fully- functioning literacy
system.
These sub-systems are mutually
interdependent with overlapping boundaries
and responsibilities. The eight
sub-objectives listed below are based on
Bhola’s work and can be combined and
reconfigured, depending on the needs and
context of the literacy campaign.
• Policy and planning sub-system
• Administrative and instructional
delivery sub-system
• Social mobilization sub-system
• Curriculum and materials development
sub-system
• Teaching-learning sub-system
• Training sub-system
• Monitoring and Evaluation sub-system
In the context of this workshop, and in
consideration of the status of literacy
programmes in Bhutan, this paper will focus
on two sub-systems: curriculum and
materials development and post-literacy.
