What is load shedding? Are there any circumstances when connection-oriented service will (or at least should) deliver packets out of order? Explain.

When available power from generating stations is less than the power in demand, power distribution to some areas are systematically shut down and the pattern is shifted so that each affected area suffers minimum possible blackout time. This is called load shedding or rolling blackout.
