- The administrative Reform Commission was comprised by the Government of India on 5th January 1966 for investigating the open organization arrangement of India and suggesting measures for making administration fit for doing the social and economic arrangements of the legislature and being receptive to the individuals. - Foundation of an Inter-State Council under Article 263 (b) and (c) of the Constitution which would examine all issues of national significance where the States are intrigued.
- Burdening the Council with capacities under article 263 (a) to ask into and exhort upon questions between the States would keep it from giving complete consideration to the different issues of national concern which it should consider.
