Answer:Local self-government implies the transference of the power to rule to the lowest rungs of the political order. It is a form of democratic decentralization where the participation of even the grass root level of the society is ensured in the process of administration.Local government is an integral part of the three-tier system of government in our country—the other two tiers being the union (central) government and the state governments. Local government is at the bottom of a pyramid of governmental institutions with the national government at the top and the intermediate government, i.e. the state government occupying the middle range. Local government operates both in urban and rural areas and is therefore designated as urban local government and rural local government, respectively. The former manifests itself in urban local government institutions such as municipal corporations, municipal committees, nagar panchayats and the latter in rural .
