Local time at a place is fixed with reference to the path of the Sun in the sky. It is 12 noon local time when the angle of inclination of the Sun is maximum.
This can be found easily by studying the length of the shadow of a flagstaff or pole fixed on the ground. When the length of the shadow is shortest it is noon.

The standard meridian is selected in such a way that it is divisible by 7.5 degree so that the standard time differs from the Greenwich mean time by multiples of half an hour. This uniform time which is followed throughout a country is called that country's Standard Time.
Since local time varies from place to place, in order to avoid confusion many countries follow uniform time throughout the country.

Answer:

While the local time refers to the time based on the specific time the midday sun is overhead, the standard time describes some regular local time of a particular region. While the two times are useful, you might need the local time when in need of some time-bound events that require more accurate time.
