if we have to give iupac name to a compound which is multiple substituted we name them in such a way that the no. in which their substituted group are named its sum is lowest
eg.
CH3-CHCl-CHCl-CH2-CH3
its iupac name is 2,3 dichloropentane
it can be 3,4 dichloropentane
so u get it why its name is 2,3 because 2+3=5
and 3+4=7 and hence second name is not Iupac name
eg.
CH3-CHCl-CHCl-CH2-CH3
its iupac name is 2,3 dichloropentane
