Well, you see when objects move with a velocity they become smaller in size, and more the velocity more they will contract than them being in rest.

So as a particle moves near a conductor with the speed of an electron it seems to him that the electrons as at rest (as you feel when two cars are moving with the same velocity and in the same direction) so as I told earlier that particles size decrease when they move! so our particles see the positively charged particles in the conductor as a moving one and so the spaces between them decrease and then the particles feel like the positively charged particles are much closer so now it depends on the charge of the particle if he would attract or repel it. But as we see it we feel this event not as an attraction of particles but as a magnetic effect of them!
