Tribunals are being established to provide for speedy disposal of cases, and thus reduce the pressure on the Civil Courts. Once such a tribunal is established, the jurisdiction of the Civil Court to entertain cases falling within the jurisdiction of tribunals is barred.

The Government can present its case through its departmental officers or legal practitioners. Thus, the objective of the Tribunal is to provide for speedy and inexpensive justice to the litigants. The Act provides for establishment of Central Administrative Tribunal (CAT) and the State Administrative Tribunals.
