Merits:

A matrix organisation is highly effective because a large number of small projects are completed. It is suitable for specific projects like building, technology and weapon development.

Limitations:

The employee has  more than one subordinates so there will be a complex relationships. There will be power struggle due to duality of commands between the both heads.
