The longutdinal extent of India is 30 degrees. The Sun takes 4 minutes to travel the distance between every degree of longitude. So, it takes 2 hours for the Sun to rise in Gujarat after it has risen in Arunachal Pradesh. This gives rise to confusion regarding the local time. To avoid confusion, and to have one standard time for the country, the standard meridian is chosen along 82degrees 50'E.
