Both the PM and CM are elected members. PM heads the central government whereas a CM heads a state government.
The powers and jurisdiction vary for each
The tenure are same for 5 years but start date of office differs as per election.
The state legislative assembly elections happen at a different time than the lok sabha elections. Sometimes both elections happen together for state and centre.
So, the difference is that the PM is the elected member of the lok sabha and heads the central government and the CM heads the state government. They both have duties and responsibilities given to them by the constitution of India.
