1.COMING TOGETHER FEDERATION:State come together on their own to form a bigger unit & they have equal power & are equally strong vis-a -vis the federal government.They are coming together so that by pooling sovereignty & retaining identity , they can increase their security.

2.HOLDING TOGETHER FEDERATION: The central government tends to be more powerful vis-a-vis the state .Here , a larger country decide to divide it's power between the constituent state & National government.
