the potential difference between two points is 1 volt states that.
=================================<<<

It is states that 1 ampere of current is passed through a wire of resistance 1 Ohm.

as

V=iR

As we can say that if 1 ampere of current is passed through 1 ohm resistance then 1 volt a potential difference is created.
