Actually the southern accent would be "Hi you all" (generally spoken and written as "hi y'all." Both are technically incorrect grammar. In any case, "all" and "everybody" are not interchangable. " Hi everyone" or "Hi everybody" is more standard than "Hi all." I've never heard anyone say or write "Dear All."
