Hey! mate
Here's your answer
1) A federal government is a system of dividing up power between a central national government and local state governmentsthat are connected to one another by the nationalgovernment
2) The Indian Union is based on the principles of federalism. The Constitution earlier provided a two-tier system of government, the Union Government (Central Government), representing the Union of India and the Stategovernments. Later, Panchayats and Municipalities were added as a third tier of federalism.

Federalism is a system of govt in which the power is divided between a central authority and various constituent units of the country. Usually, a federation has two levels of govt. One is the govt for the entire country that is usually responsible for a few subjects of common interest. The others are the govts at the level of provinces or states that look after much of the day-to-day administrating of their state. Both these levels of govts enjoy their power independently of the other.
