Anomalous expansion of water is because the maximum density of water is attained at 4C.  That means this is the point where we can find the highest mass of the highest number of melecules per unit of volume. Liquid water contains by far the densest hydrogen bonding of any solvent with almost as many hydrogen bonds than covalent bonds. This is most probably because the energy of water molecules are relatively low while hydrogen bonding is still very strong compacting water molecules together. Lowering the temperatures have water molecules rearranging less frequently.

✍ When water is heated from 0°C, it contacts from 0°C to 4°C and it expands above 4°C . This phenomenon is called anomalous expansion of water.

❁ Explaination :

✍ For all liquids, except water, volume increases and density decreases as the liquid is heated from its melting point. But water does not behave like other liquids.

✍ It exhibits anomalous behaviour. When a given amount of water is heated from 0°C, its volume decreases and density increases until it's reaches 4°C.

✍ The volume occupied by a given amount of water is lowest and its density is highest at 4°C.

✍ When the temperature is increased above 4°C, the volume increases and its density decreases (like any other liquid).
