Kleptomania is a persistent psychological disorder, where an individual (children & young adults) have a strong urge to steal something from another person's house, a store, a mall etc without having any particular need for the object. The stolen item may be even be one of very little value. People who supper from kleptomania do not steal for
personal gain or with an intent to hurt anyone. Kleptomaniacs steal in
order to calm stress, anxiety and tension that they feel before stealing.

This term ‘congenital kleptomaniac’ appears in the chapter Evans Tries An O Level by Colin Dexter. This term was used by the Governor while describing Evans to the Secretary of the Examination Board. When the Secretary asked him whether he was a violent type of inmate, the Governor explained to him he was quite a pleasant sort of chap who had no record of violence. He further explained to him he was just a congenital kleptomaniac. This term here actually means Evans had been a compulsive thief since his childhood. That was the reason he was in prison.
