what is meant by " creation of additional cellular apparatus"??????

During DNA copying mechanism,DNA get replicated (divide) into two. However keeping one DNA set in original cell and simply pushing other outside would not work. Because the DNA push outside may not have well defined cellular structurte. This can accompanied by creating additional cellular appartus
