We, THE PEOPLE OF INDIA, having solemnly resolved to constitute India into a SOVEREIGN SOCIALIST SECULAR DEMOCRATIC REPUBLIC “

Here SOVEREIGN means Completely Independent.

The people of India(leaders on behalf of Citizens) declared on 26th of November 1949(Draft constitution was passed and adopted, constitution contained preamble) that India as a country is free from any outside influence and control, that also means it has exclusive right on land, sea and air according to justice and law of civilized nations.

The Indian constitution declares India a Sovereign state which means no other country can interfere in the national matters. Which means this is declaring India to be completely Independent.
