The system where the nawab was still responsible for administration but had no access to any resources is known as dual government.This system had a disastrous effect on Bengal. Neither the EEIC(English East India Company) nor the Nawab took the responsibility to look after their welfare. Bengal was struck by a famine which killed one-third of the population. The EEIC did not take any relief efforts for those affected by the famine.For lack of food, people soon took to eating leaves of trees, then grass and when the grass was done they ate weeds. Peole of certain castes began to eat cats, dogs, and rats.
