Electron movement gives rise to the flow of current through metals. The electrons in motion interfere with each other as well as the positive ions present in the metallic conductor. These collisions appear to slow down the electrons 'speed, and thus oppose the electrical current flow.

The property of a conductor is called resistance by virtue of which it opposes the flow of electric current through it.
