It means d-orbital has no electrons.
Electronic configuration of Phosphorus is
1s² 2s² 2p⁶ 3s² 3p³ 3d⁰
In 3d sub-shell all the 3d orbitals lacks electrons.
However, in Nitrogen
Electronic configuration: 1s² 2s² 2p³
There is no d-subshell. Hence no empty d-orbitals are seen in nitrogen.
