Any material that produce/liberate heat on burning is termed as fuel.
That heat is then used in different purposes like, igniting vehicle engine, cooking food, etc.
Fuel are coal, petroleum(gasoline, diesel , etc).

burning is not incrooect. but its not the only way in which energy can be ectracted from a fuel

Thats what I am saying, ALL fuels do not liberate heat only on BURNING.. and thats only how you extract energy from it.. heat energy can either be extracted by burning of the examples that you provided.. or else there are fuels that dont need to be burned to produce heat.. for example nuclear fuel that need to under go fission and not combustion.
