Legislative Council or also known as vidhan sabha. It is upper house in bicameral legislature. The idea of having second chamber in states was criticised in constituent assembly on the ground that it was not representative of the people, that is delayed Legislative process and also expensive institution. So at that time provision was made for creation or abolition of a Legislative Council to enable a state to have second chamber or not according to its own willingness. Currently, seven states have Legislative Council. These states are M.P.,U.P,Bihar,Jammu and kashmir, maharashtra, A. P., Telangana
