If possition of any body / partial is varying with time then body is said to be in motion or if position if any body is not varying with time then it is said to be in rest.

There is a table which is moving with velocity v & mass m which is not moving write to table.

We also consider two observer 1 and 2 observer 1 is on the table but 2 is on the ground as shown in fig observer 1 say that block is in rest but in motion.

So it is possible that any block may be in rest or may be in motion it depends on the observer only.
