phrases is a part of Sentences .it is a Group of Words within a sentence that does not contain Subject or a Verb. it does not express a Complete idea.

Example :-

He is standing Near a Wall.

in above sentences, the part 'near a wall ’ is a phrase because it does not contain a subject and a verb, and does not express a complete idea. hence, a phrase cannot stand as a sentence on its own .
