Refraction of light is the bending of a light ray when it enters one medium from another (these media should have different refractive indices). When light enters an optically denser medium, the ray bends towards the normal (the perpendicular at that surface) and when it enters an optically rarer, it bends away from the normal. Optical density is compared on basis of refractive indices.
In any medium other than vacuum, the speed of light is less than c. The ratio of speed of light in vacuum to the speed of light in medium is the refractive index of the medium.

Refraction of light rays means bending of light rays beacuse of :

1. Change in medium

2. Change in speed of light

This follows as when light enters from high density medium to low density medium it will move away from Normal.

While if light enters from rarer medium to denser medium it will bend towards the normal.
