Regular means an individual goes to college whose attend an takes place, whereas non-regular means an individual does not go to college who does come only for giving the papers

In simple words we can say that.... regular means a person or an individual... goes to college or School regularly...
and non regular means a person or individual... unattended to his or Her classes....
