In general the southeast trade winds flow south of the equator and the Northeast trade winds flow north of the equator. The meteorological equator, which is also the Inter tropical Convergence Zone( ITCZ) is different than geographical equator. It lies little north of the geographical equator due to the tilting of earth and changes its position in different seasons.
In summer the ITCZ moves further north and lies somewhere near tropic of cancer. So the southeast trade winds flow pass the geographical equator. Due to the corialis acceleration they change their direction and called as southwest monsoon winds. The land-sea temperature contrast adds more energy to this and it overcomes the northeast trade windss.
In winter the ITCZ lies much south and the land-sea temperature contrast is also less due to less differential heating. So the northeast monsoon regains it's strength and reaches its peak during December. Though it is called as retreating monsoon but it's not a part of southwest monsoon. As it flows from northeast it mainly gives rain to northeast India, Andaman and some parts of Tamil nadu.
In India, South-west winds bring in Monsoon season which lasts from June to September. During September, winds from North-east direction start gaining strength and tries to push out South-west monsoon wind. Due to this, it creates thunder storms while monsoon is about to withdraw which is called retreating monsoon.
