the atoms which have high atomic number..theri inner electron opposes the outer electrons by forming a sheild due to strong attractive force.

these phenomena is called shielding effect

The shielding effect is when the electrons & the nucleus in an atom have a decrease in attraction which changes the nuclear charge.
