There are two types of special majority:
1. special majority of parliament
2. special majority of parliament + simple majority of half of states
general description
special majority is a situation where a bill introduced should be accepted/approved by at-least 2/3 rd of the members of the house present on that day and also it should not be less than 50% of total strength of house.
eg: consider that the total strength of a house is 100 and only 90 members are present on the date of voting. Now for the bill deemed to be passed by special majority it should get more than 50 votes (50% of total strength of 100) and also not less than 60( 2/3rd of present and voting i.e 90).
ALL CONSTITUTIONAL AMENDMENTS ARE TO BE PASSED BY SPECIAL MAJORITY AND ALL SUCH AMENDMENTS WHICH DEAL WITH FEDERAL CHARACTER OF CONSTITUTION ARE TO BE PASSED BY SPECIAL MAJORITY + SIMPLE MAJORITY HALF OF STATES
