Voting has  rules in which all people whether rich or poor get the same right, to vote for the candidates. They all stand together in the line to vote for the candidates. This system of voting in a democracy spreads the feeling of equality amongst all. So the phrase, 'power over the ballot box' means that every person gets the same kind of power over voting.
