it means that an object can be at rest with respect to one thing and in motion with respect to some other thing at the same time .
for example= while sitting in a moving train,your distance from the things in the compartment does not change ,it means you are at rest with respect to compartment but your distance from the platform changes as time passes ,it means you are in motion with respect to platform.
