What is meant by the statement that the resistance of a wire is 1ohm

When a potential difference of 1V across a were gives rise to 1A current through the wire, then the resistance is said to be 1 ohm.

If the potential difference across the two ends of a wire is 1 V and the current through it is 1a, then the resistance of the wire is 1 ohm...
