What is meant by the term average bond enthalpy?

The definition from my book is as follows: "the average enthalpy change that takes place when breaking 1 mole of a given bond in the molecule of a gaseous species under standard conditions" However for say H2O water, it can't be both gas or understand conditions because water is liquid at 298K
