The Council of Ministers are collectively responsible to the members of the Lok Sabha .

This implies the following :

(i) The Council of Ministers share their duties collectively and perform all the government functions and policies collectively.

(ii) If a vote of no confidence is passed against the ministry then the entire group has to Collectively resign .

(iii) The decisions are equally applicable to each and every one of them .

This is termed as collective responsibility.
